Technical Committees
(TC) are
established for all SkillsUSA--Arizona contests. Each committee provides
technical expertise and industry resources for conducting a specific
contest. The Technical Chairperson, from each contest, is responsible for
coordinating the materials, securing equipment, finding judges and following
the SkillsUSA Technical Standards for the contest .

Awards Session to present 1st, 2nd and 3rd place medallions to
contestants on stage. PRESENTERS ARE ASKED TO WEAR BUSINESS ATTIRE
OR BUSINESS CASUAL. JEANS AND T-SHIRTS WILL NOT BE ALLOWED ON STAGE
BY ADULTS OR STUDENTS. Thank you for helping us stress the

Technical Chair Responsibilities
|
|
Serving as a Technical Chair is a very important responsibility. Please
do not try to handle all aspects of the contest without additional help.
Designing a committee of industry professionals and then delegating work
is the best way for the contest to be a success. |

Attend
all meetings called by the SkillsUSA--Arizona Director or officially
designate a committee member to serve as chair for that meeting. (No
more than 1 per year.)
|
| ► |
Make certain all
committee members are familiar with the contest rules.
|
| ► |
Supervise the selection of the competencies to be included in the
SkillsUSA Technical Standards or State-only Contest Rules and
Regulations, identify and secure equipment and supplies needed.
|
| ► |
Direct the development
of drawings, written test (if applicable) and instruction sheets
required in the contest.
|
| ► |
Plan the contest area
and identify all electrical, water, air, tables, chairs and other
services required. (The area cannot be set-up without a plan. The form
for submitting a plan is located with the attached forms.)
|
| ► |
Determine, solicit, and secure industry awards for all divisions.
Complete and turn in to the state office all forms and information
requested.
|
| ► |
Check
all contest area facilities and move in equipment/supplies prior to the
day of the contest. Make certain contest has necessary supplies.
|
| ► |
Two (2)
weeks prior to the competition, send judges information and
instructions. A judges' meeting is recommended. All questions can then
be answered.
|
| ► |
At the
contest orientation meeting, check that each contestant has brought the
necessary tools and materials required for competition. The Technical
Committee may, at their option, furnish any required items that the
contestants fail to bring.
|
| ► |
Accurately record
contestant name/competitor assigned number.
|
| ► |
Correct
any deviations from Contest Registration provided by state SkillsUSA
office.
|
| ► |
Furnish
each contestant with a copy of the problem, necessary drawings,
instruction sheets, etc., required to solve the assigned problem.
|
| ► |
Verify
all judges rating sheets to be sure all score values are entered and the
addition is correct. Tally all judges' ratings sheets onto a
master-rating sheet for each division secondary, post-secondary and
technology (Level 1) and Level 2 divisions. Put all rating sheets in
packet and take all documents to the headquarters.

Keep
results of the contest confidential.
|
| ► |
ORGANIZE
AND SUPERVISE THE TEARDOWN of the contest area. Be certain that
equipment, tools, and supplies are returned to their proper owners at
the conclusion of the event. If supplies and equipment are to be stored
by Arizona SkillsUSA for use the next year, box these items, complete
the inventory list and give it to the Facilities Coordinator who is
boxing and banding in your area.

CONTESTANTS SHOULD BE TOLD AT THE ORIENTATION MEETING THAT THEY MUST
PARTICIPATE IN THE TEAR DOWN ACTIVITIES. POINTS WILL BE DEDUCTED FOR ANY
CONTESTANTS NOT INVOLVED IN TEAR DOWN. |

General Rules and Regulations |
| |
|
| 1. |
A
contestant may participate in one Leadership and one Skill contest,
provided there is no conflict in the individual's schedule. (AT
NATIONALS A CONTESTANT MAY ONLY PARTICIPATE IN ONE CONTEST).
|
| 2. |
Each
contest must have six or more contestants in order for the contest to be
held. Exceptions are made the committee and state director.
|
| 3. |
The
judges are not obligated to award medallions or announce a first,
second and/or third place winner, if in their opinion, the performances
are below acceptable standards.
|
| 4. |
Official SkillsUSA dress
is NOT required for state competition; however, appropriate
apparel is necessary. Appropriate dress shall be defined as the normal
apparel used in the particular occupation. Safety glasses, work shoes*,
and hard hats are a MUST if called for in the Skills USA
Championships Technical Standards or Arizona Contest Rules and
Regulations.

| 5. |
The decision of the
judges will be final. The Arizona SkillsUSA Director will make all
final interpretations of contest rules.
|
| 6. |
The rules are subject to
revision each spring following the Arizona SkillsUSA Championships
conference. The Arizona SkillsUSA Board of Directors will be
responsible for all changes. |

Educational Advisor |
| |
Purpose
Providing information to the technical committee about the on-going
training for students in a specific occupation.
The Educational Advisor should work closely with the Chair of the
contest:

Attend
all meetings called by the committee chair. |

Help
secure equipment and tools. |
| 3. |
Involve business and
industry with contest. |

| 1. |
Be a member of the
problem sub-committee. |

Procedures for Contestants |
| |
|
| 1. |
Contestants are expected to be totally familiar with the contest
Technical Standards prior to the
SkillsUSA--Arizona Championships
conference.
|
| 2. |
All
contestants must report to the contest site for the contest orientation.
The SkillsUSA Knowledge Test will be given
as a station of the contest.
|
| 3. |
Contestants will be
assigned a number and will only be known to the judges by their assigned
number.
|
| 4. |
Contestants will draw for workstation assignments if the workstations
are not identical.
|
| 5. |
Contestants will assemble at the contest site at the time announced by
the Technical Committee Chair for last minute instructions. Contestants
will have the tools and materials, as
specified, by their specific contest rules.
|
| 6. |
Contestants will be given a job sheet explaining tasks to be performed.
|
| 7. |
Contestants may not smoke during their competition.
|
| 8. |
Contestants will be judged at the end of each assignment. |
|
SkillsUSA Knowledge Test |
| |
Purpose
The
SkillsUSA Knowledge Test will be used in the event of a tie between 2
or more contestants in your contest. |
| |
|
|
Administering the Test |
| ► |
The SkillsUSA
Professional Test must be incorporated into your contest as a “station.”
|
| ► |
Order
sufficient tables and chairs to accommodate the additional station. You
will NOT be administering the test to all contestants at one time, so
please order tables and chairs sparingly.
|
| ► |
SkillsUSA-Arizona will provide you with copies of the test in your Technical
Chairs packet when you check-in at the Management Team office. |

Definitions |
Advisor:
The classroom instructor.
Board of Directors (SkillsUSA--Arizona):
A body consisting of elected
advisors, one from each of the Arizona regions, which sets the policies for
SkillsUSA activities in cooperation with the Arizona SkillsUSA Director.
SkillsUSA--Arizona Director:
The state director is the
administrative officer of the Arizona SkillsUSA Association.
SkillsUSA--Arizona Championships:
An annual competition held
in Arizona designed to allow student members to demonstrate leadership and
occupational skills. Winners are eligible for national competition.
Technical Chairperson:
An industry representative
with full responsibility for seeing that the contest meets the educational
and competency levels of that industry. The Skills USA Championships
Technical Standards will be utilized for rules and regulations.
Additional rules and regulations as established by SkillsUSA--Arizona for
state-only contests will be followed.
Educational Advisor:
An advisor with an active membership in SkillsUSA selected by
state staff for subject expertise; this person will give input to the
Technical Committee Chair regarding school and program competencies being
taught.
Judges:
A council of leaders, from
various trade associations, labor and industry who rate the contestants in
competition. Judges may be Technical Committee Members. Judges should not
serve on Education Subcommittees.
Technical Committee:
A committee of leaders from various trades and associations,
labor, management and industry, which provides support services, for one
specific contest, under the supervision of the Chair.
National SkillsUSA Student and Professional Members:
Students enrolled in health
occupations or industrial technology education in a secondary and
post-secondary education institution. Advisors and business partners join as
Professional Members.
SkillsUSA--Arizona Student Member:
A Student enrolled in a
middle school, junior high school or high school that are state-only
members.
SkillsUSA Championships:
A national program of
competitive activities which promotes trade, industrial, technical and
health occupations education and awards recognition of achievement in skill
and leadership development areas. On the Web:

Management
Team: The
Managing group of volunteers that is overseen by the Conference Director
(State Director).

NOTE: The grievance
procedure is available to give Advisors a formal process for filing a
complaint regarding an occurrence during a contest. The information below
is provided for information purposes only.
The Arizona SkillsUSA
Board of
Directors will officially recognize only those grievances filed
by the Advisor or the person in charge of the chapter. Problems are to be
considered in the following manner: |

The Advisor will
file a written request describing the situation in question and the
violation of the Skills USA Championships Technical Standards
or Arizona Contest Rules and Regulations.

This written statement
must be signed by the Advisor and filed with the Arizona SkillsUSA
Director by 5:00 pm the day of the contest.
|
| ► |
In the event the
Student's Advisor cannot be located, another advisor can file the
Grievance from the student's school. However, no action will be taken
until the Student's Advisor is located and consulted.
|
| ► |
In the event the
Arizona SkillsUSA Director and Advisor cannot resolve the problem, the
Board will officially rule on the validity of the complaint and decide
on its disposition. THE ACTION OF THE BOARD IS FINAL. |

| Instructions to Contest

1. |
Judges must be
familiar with the Arizona SkillsUSA Championships procedures for
contestants.
|
|
2. |
Judges should rate
contestants on the basis of job entry-level skills.
|
|
3. |
The judges must
receive: a copy of the problem that will be assigned to the
contestants, judges rating sheet(s), and complete instructions from
Technical Committee Chair at the judges meeting.
|
|
4. |
Judges may also be
members of the Technical Committee.
|
|
5. |
Careful attention
must be given to each rule. Each contestant or entry must be judged
exactly in the same manner and under the same conditions as every
other contest or entry. Post-secondary members are to be judged and
scored separately from secondary members. Technology division (Level
1) and Level 2 contestants are to be judged and scored separately from
secondary and post-secondary members.

6. |
The judges will use
the rating sheets provided. Please note the weights assigned to each
area. The Arizona SkillsUSA Director must approve any changes.
|
|
7. |
The judges will be
present throughout the entire competition.
|
|
8. |
IMPORTANT!
The judges will know contestants by number only! Judges will not know
a contestant's name or school.
|
|
9. |
You have been
asked to judge and are asked to follow official SkillsUSA rules. Such
things as length of hair, length of dress, style of shoe, etc., unless
specifically covered in the contest rules, are not to be considered.
|
|
10. |
In no instance are
the judges or contest chair authorized to change the contest rules.
If an interpretation is required contact the Arizona SkillsUSA
Director.
|
|
11. |
Contestants not
meeting the requirements of safety clothing and devices may be
disqualified. The contest judge(s) will determined if the contestant
or those around him/her is endangered.
|
|
12. |
Judges should rate
each contestant independent of other judges and not compare rating
sheets. If more than one judge is utilized at a station, the scoring
is done separately and then averaged.
|
|
13. |
After the judging
is completed, the judges should total their own rating sheets and
return them to the contest Technical Chair.
|
|
14. |
The judges and the
technical committee shall keep all information CONFIDENTIAL
until the general announcement of the winner(s) is made. |

Frequently Asked Questions |

|
Why should I attend the Kick-Off Dinner?
The annual Kick-Off Dinner is a great networking opportunity. Technical
Chairs can talk with each other to discuss challenges and solutions. Bring
your boss to show him/her why you’re involved with Arizona SkillsUSA.
Spouses are welcome. Invitations will be mailed during late August.
Can I invite my boss to the Kick-Off Dinner?
Yes. We would prefer that each Technical Chair bring a co-worker, supervisor
or even other committee judges.
How can I give a drawing of my contest area when I
don’t know how many contestants I will have? It’s
best to use the numbers from the previous conference. Contact our office to
receive information regarding the number of contests.
When do I get a list of the students in my contest?
We will
have a preliminary list of contestants by March 15, 2007. The final list
will be available by the deadline that you set on the Contest Information
Form.
When
do I give the SkillsUSA Professional Test?
Please
give the test as a STATION of your contest.
Where
do I find the agenda for the conference?
Visit the
conference schedule for more information.
Why should I list my judges on the Technical Committee
Members form?
This form
allows us to mail “Thank You” letters to your judges following the
conference.
Where do I turn-in the results after my contest is
complete?
We will
have a central location in the Agriculture Building for results. It’s
important that you turn-in every scoring sheet and back-up documentation
from your contest. Please plan for a 15 minute meeting to review your
information with someone from the Management Team. |
